Being warned moments before a bombing is not very successful. 

A last second warning means dropping what you are doing.  Warning and gathering loved ones in the house/yard (and important papers if possible). Then trying to get away from the bombs without actually knowing where they will be attacking and from what direction. The civilians have NO IDEA how widespread the bombing will be, where to go, or what the targets are.  Many will have no transportation.

No one can give a reasonable warning to civilians to get out without giving the enemy enough time to get weapons there to shoot down planes.
